MULLIGAN, Circuit Judge: The National Labor Relations Board (Board), pursuant to section 10(e) of the National Labor Relations Act, 29 U.S.C. § 160(e) (Act), has applied to this court for enforcement of its order of December 12, 1973 against the Newton-New Haven Company (Company), requiring it to cease and desist from refusing to bargain. The decision and order of the Board are reported in 207 N.L.R.B. No. 116 (1973).
